๐Ÿ“Œ TOP STORY

The SEC greenlit a landmark rule change this week that gives Nasdaq permission to trade tokenized securities โ€” the first time a major US equity exchange has received such approval. Stocks in the Russell 1000 index and related ETFs will be eligible, with conventional and tokenized versions trading on the same order books. The twist: under the current approval, tokenization happens as a post-trade step via the DTC, with settlement still running on the familiar T+1 NSCC/DTC rails. Buyers set a "tokenization flag" specifying a target blockchain and wallet; the DTC handles conversion after the trade clears normally. On-chain settlement remains a future milestone โ€” the DTCC has flagged digital cash settlement experiments for 2027 โ€” but once tokens land in a wallet they can be instantly transferred or pledged as margin collateral. The approval follows a December 2025 SEC no-action letter that cleared the DTC to begin tokenizing stocks at a post-trade level. Via Ledger Insights and Finextra.

๐Ÿฆ COMPANY MOVES

  • Hyperliquid / Trade[XYZ] โ€” The S&P 500 is coming on-chain. Crypto-native derivatives exchange Hyperliquid won the green light from S&P to host a perpetual contract tracking the index via platform Trade[XYZ], giving non-US investors round-the-clock leveraged exposure to US equities through a decentralised venue. The move adds institutional-grade index exposure to what has become a war-era trading hotspot โ€” Hyperliquid already handles significant oil futures volume during weekend geopolitical flare-ups when traditional markets are closed. • Stripe / Paradigm (Tempo) โ€” Stripe and crypto investment firm Paradigm launched the Tempo mainnet this week, a stablecoin-first blockchain designed for autonomous "AI agent" payments. Alongside launch, they published an open standard for machine-to-machine payments. The project aims to become rails for programmable stablecoin settlement and cross-border trade flows. • Resolv Labs (โš ๏ธ Warning) โ€” A private key exploit on Resolv Labs' USR stablecoin protocol allowed an attacker to mint ~80 million unbacked tokens using less than $200,000 in collateral, then swap them out for roughly $23 million in Ether. The USR peg collapsed by over 80%. Fifteen Morpho lending vaults with USR exposure were also hit; Morpho co-founders confirmed the protocol itself was unaffected and curators bore the risk. โš–๏ธ REGULATORY WATCH

US CLARITY Act edges forward. US senators and the White House reached an "agreement in principle" on key language in the CLARITY Act โ€” the US digital asset framework bill โ€” specifically around stablecoin deposit flight concerns. Banking groups have held the bill hostage over fears that yield-bearing stablecoins could drain deposits from traditional banks; the latest compromise language is intended to address that while preserving innovation space for crypto issuers. Trump is pushing for the bill to cross the finish line. Via DL News.

South Korea: crypto-skeptic BIS economist tapped for central bank role. President Lee Jae-myung nominated Hyun Song Shin โ€” head of the BIS Monetary and Economics Department โ€” as the next Bank of Korea governor. Shin has previously warned that won-denominated stablecoins risk opening a backdoor for capital flight, complicating South Korea's push to launch its own stablecoin framework. Tech firms and lawmakers have been waiting months for clarity. The BIS confirmed Shin's departure effective immediately. Via DL News / BIS press release.

๐Ÿ” WORTH WATCHING

The gap between "tokenized" and "settled on-chain" is getting harder to ignore. The Nasdaq approval is genuinely historic, but the architecture it describes โ€” tokenization as a post-T+1 wrapper rather than a settlement layer โ€” underscores a tension running through every major RWA initiative right now. BlackRock BUIDL, Ondo, and Centrifuge all operate with varying degrees of off-chain settlement dependency. The Resolv Labs exploit this weekend is an unrelated but timely reminder that programmable finance introduces new attack surfaces. The industry's next big challenge isn't getting regulators to allow tokenization โ€” it's getting infrastructure to deliver the atomic, instant settlement that justifies the whole exercise. The DTCC has flagged 2027 as a digital cash settlement test window; that's the date worth circling.
